British Broadcasting Corporation Gaza Programme Deemed a 'Major' Breach of Broadcasting Regulations, States Broadcasting Watchdog

The BBC was found to have committed a "significant breach" of broadcasting rules by not revealing that the narrator of a programme about Gaza was the offspring of a Hamas representative, according to British broadcasting authority Ofcom.

An probe by Ofcom into the programme Gaza: How to Survive a Warzone has determined that the documentary was "materially misleading".

The head of the BBC had previously apologised, stating there had been "a major oversight in relation to accuracy".

The regulator has directed the broadcaster to broadcast a peak-time announcement about its findings.

"As this represents a major infringement of our code, we are instructing the broadcaster to air a announcement of our conclusions against it on BBC Two at 21:00, with a schedule to be finalised," it said.

'Possibility to Undermine Credibility'

The regulator's announcement declared: "Our investigation found that the programme's failure to disclose that the narrator's male guardian occupied a position in the Hamas-administered authority was substantially inaccurate.

"This implied that the audience did not have essential details which may have been very significant to their assessment of the narrator and the information he presented.

"Credibility is at the heart of the relationship between a media organization and its viewers, notably for a public service broadcaster such as the public broadcaster.

"This failing had the potential to damage the significantly high amounts of trust that viewers would have invested in a factual film from the broadcaster about the conflict in Gaza."

The programme was pulled from the online platform in last February after the narrator's family links were revealed, and in the month of July an corporation's own inquiry concluded it breached the broadcaster's journalistic standards on truthfulness.

A representative for the broadcaster said: "The authority's determination is in agreement with the results of the corporation's inquiry, that there was a major oversight in the film in relation to the corporation's content standards on accuracy, which corresponds to clause 2.2 of the authority's broadcasting regulations.

"We expressed regret for this and we comply with the regulator's ruling in its entirety. We will comply with the penalty as soon as the schedule and wording are finalised."
